    Rates for petroleum can combine a percentage with a per-unit amount — the SaleTypeToRate endpoint returns descriptions such as "18% along with rupees 60 per kilogram". Use the returned rate description verbatim.

    Unit of measurement must match what the HS code permits; check the HS_UOM endpoint rather than assuming litres.
